To allow for the replacement of the old Ranui Library at Swanson Rd additional land was required to accommodate a new, larger and upgraded public library building. In 2010 Thomas was engaged by Waitakere City Council to act on their behalf as negotiators for land acquisition under the Public Works Act. The Thomas property team worked successfully with the property and business owners affected by the project to acquire their interest in the land. The new library building was opened in 2014.
